About the National AIDS Commission
The National AIDS Commission (NAC) is a body corporate established in 2001 and reconstituted through the HIV and AIDS (Prevention and Management) Act No. 9 of 2018. The Act mandates NAC to coordinate and provide leadership for the implementation of the national response to HIV and AIDS in Malawi.
NAC is inviting applications from suitably qualified persons of Malawian origin for the position of Information and Communications Technology Officer.
Job Overview
The ICT Officer will assist in ensuring that NAC’s IT infrastructure, including hardware, software, databases, networks, information systems and related components, is properly maintained to support institutional objectives and business continuity, while keeping pace with emerging technologies.
Key Responsibilities
- Manage and monitor the Commission’s LANs, WANs, internet systems and network segments, ensuring network and infrastructure security.
- Maintain an accurate and up-to-date inventory of ICT equipment and accessories.
- Maintain documentation of network and equipment configurations.
- Maintain network and system security through patch management, system updates, antivirus and related security software.
- Maintain and support physical and virtual server environments, ensuring high availability, performance and security.
- Implement and monitor air-gapped backup solutions and disaster recovery plans to protect against ransomware and data loss.
- Manage and administer servers, laptops, desktop computers, printers, routers, switches, firewalls, telephones, smartphones and other ICT accessories.
- Provide user support and helpdesk services to staff and implementing partners.
- Diagnose hardware and software problems, document issues and implement appropriate solutions.
- Manage the Commission’s website, user accounts and email accounts.
- Enforce policies and procedures relating to electronic data processing and computer systems operations and development.
- Conduct continuous IT security and tools training for staff.
- Develop clear user guides and internal technical documentation.
- Assist with the procurement of ICT hardware, software and services.
- Maintain relationships with external vendors and service providers through MANePS.
- Assist in developing the annual IT budget, tracking expenditure and maintaining accurate records of IT assets and software licences.
- Manage user accounts, permissions and security groups within Active Directory and Microsoft 365.
- Provide support to staff and partners on the use of the DHIS2 platform and backend server administration.
- Research, evaluate and test emerging ICT technologies, cloud solutions and automation tools, including advanced scripting, modern virtualisation features and open-source infrastructure tools.
Qualifications and Experience
- Bachelor’s degree in Computer Science, Information Technology, Information Systems or an equivalent qualification.
- At least one year of relevant work experience.
Technical Skills and Competencies
Applicants should demonstrate:
- Proficiency in Microsoft 365 administration, Active Directory, Windows Server management and Windows end-user operating systems.
- Strong understanding of TCP/IP, DNS, DHCP, VLANs, routing protocols and firewall management.
- Hands-on experience with VMware vSphere/ESXi and Proxmox VE.
- Strong proficiency in Linux Ubuntu Server administration, command-line interface (CLI) and Bash shell scripting.
- Proficiency in DHIS2 Tracker and Aggregate.
