Position: Environmental Safeguards Specialist

About Roads Authority
The Roads Authority is implementing the SADC Sub-Regional Transport and Trade Facilitation Project funded by the African Development Fund. The project focuses on improving transport infrastructure, including the reconstruction of a 102.5 km road section between Kaphatenga and Dwangwa.
Job Overview
The Environmental Safeguards Specialist will be responsible for ensuring environmental compliance and sustainability within the project. The role involves overseeing environmental risk management, supporting implementation teams, and ensuring adherence to international and national environmental standards.
Key Responsibilities
- Prepare environmental risk management instruments
- Review Environmental and Social Management Plans (ESMPs)
- Provide technical oversight to consultants and contractors on environmental safeguards
- Support project teams to ensure compliance with environmental standards
- Engage stakeholders to ensure adherence to African Development Bank policies and best practices
- Develop and manage tracking systems for environmental safeguard compliance
Qualifications and Experience
- Master’s Degree in Environmental Sciences, Environmental Engineering, Environmental Management, Natural Resources Management, or related field
- Minimum of 8 years’ experience in environmental management, preferably in donor-funded or infrastructure projects
- Strong knowledge of African Development Bank environmental safeguard policies
- Experience in preparing ESIAs, ESMPs, and RAPs
- Familiarity with Malawi environmental laws and regulations
Key Competencies
- Strong analytical and problem-solving skills
- Knowledge of environmental safeguard frameworks and policies
- Ability to manage documentation and reporting
- Strong communication and stakeholder engagement skills
- Attention to detail and compliance orientation
