Position: Social Safeguards Specialist

About Roads Authority
The Roads Authority is implementing the SADC Sub-Regional Transport and Trade Facilitation Project, funded by the African Development Fund. The project focuses on improving transport infrastructure, including the reconstruction of a 102.5 km road section between Kaphatenga and Dwangwa.
Job Overview
The Social Safeguards Specialist will support the implementation and monitoring of social safeguards requirements for the project. The role involves ensuring compliance with environmental and social standards while managing social impacts associated with infrastructure development.
Key Responsibilities
- Monitor implementation of project Social Safeguards Instruments
- Coordinate implementation of Social Impact Assessments (SIAs) and Resettlement Action Plans (RAPs)
- Develop and manage tracking systems for monitoring social safeguard compliance
- Ensure project activities meet required social safeguard standards
- Prepare and manage documentation related to social safeguards
- Support compliance with African Development Bank policies and procedures
Qualifications and Experience
- Bachelor’s degree in Social Sciences (Sociology, Development Studies, or related field)
- Master’s degree is an added advantage
- At least 5 years’ experience in social safeguards or social management in infrastructure projects
- Experience working on donor-funded projects, preferably in Africa
- Strong knowledge of environmental and social safeguard policies (AfDB or similar)
- Experience in preparing key documents such as ESIA, RAP, SEP, and ESMP
- At least 8 years’ experience managing social impacts on development projects
- Understanding of Malawi’s regulatory framework for infrastructure projects is an advantage
