Location: SFFRFM regional Offices, in Blantyre, Mzuzu and Lilongwe.

Reporting to: Regional Business Manager

Responsible for : Human Resource and Administration staff

The Smallholder Farmers Fertilizer Revolving Fund of Malawi (SFFRFM) was established in 1988 as a Trust under the Trustees Incorporation Act (Cap. 5:03) to procure, store, distribute and sell fertilizer to smallholder farmers across the country. The primary mandate of the Fund is to ensure that smallholder farmers have continuous access to affordable fertilizer at all times.

To effectively deliver on this mandate, the Fund is now inviting applications from suitably qualified and motivated candidates of Malawian origin to fill the following vacant positions:

SENIOR HUMAN RESOURCE AND ADMINISTRATION OFFICER

Purpose of the Job

The Senior Human Resource and Administration Officer will be responsible for overseeing daily management of human resources, development and administrative services at the SFFRFM Regional Office.

Key Duties and Responsibilities

1. Interpret conditions of service, policies, and procedures in accordance with labour laws, and ensure adherence to all staff terms and conditions of service.
2. Develop the divisional budget and monitor its implementation.
3. Coordinate human resource planning and development.
4. Coordinate and administer performance and reward management systems, processes, and procedures for the Fund.
5. Monitor the implementation of the Human Resource Management Information System.
6. Coordinate cross-cutting issues and staff welfare matters.
7. Coordinate the recruitment, selection, and placement of staff.
8. Process payrolls.
9. Manage and coordinate all disciplinary and grievance matters relating to staff.
10. Conduct training needs assessments and coordinate their implementation.
11. Maintain employee information in the HR Information System.
12. Oversee office operations, including the management of supplies, equipment, and facilities.
13. Coordinate administrative support services, including mail distribution, record keeping, and data entry.
14. Ensure compliance with relevant laws and regulations.
15. Manage property and fleet operations.
16. Prepare periodic reports.

Qualifications and Work Experience

The ideal candidate must have:

1. A Bachelor’s degree in Human Resource Management, Business Administration, Public Administration, or any related field.
2. Three years proven experience in human resource management and administration.
